not really a loophole, the whole purpose of the development squad is to designate the players that can be rested on the orders of the England managment.

Since every other team could've made simialr arrangements I'd say it is a loophole - unless they're selecting him merely as cover, in which case Lancashire lose far more in the long run.

Every other team meaning Middlesex, who are the only team who had a player in the same situation.

If you want to close this 'loophole' of yours, you'd have to centrally contract every single english qualified county player. That or restrict Duncan to picking players named in the development squad.

What happens if it rains on the Sunday and the game carries on till say 7.30.

Chapple has 3 overs left to bowl, what happens then?

The sensible thing is that he immediately joins that list of players until such times as he's not selected (ie after the ODI series)
