I don't think it's a problem, Harbhajan will get his. I have a problem if you're doing it as the bowler is running in though, whether you're the bowler or not. At my level of cricket the player is warned if it happens more than once, and the captain is expected to control his players if this is happening. I'd imagine the same thing goes for international players........Gillespie was told to give up the arm-flapping on the way in, how is yelling at a player while you're delivering the ball any different?
I agree that no one should be allowed to talk when the bowler is coming in to bowl but the article I read did not mention Bhajji doing so. This is from foxsports.com.au.:

You can't take his statistics away from him, he's done pretty well against us," said McGrath of the offspinner who tortured Australia with 32 wickets in 2001 before striking again at Bangalore.
"He doesn't mind having a chat, especially when he's just gotten a batsman out. A lot of times I think if that was one of us, there might be a bit more done about it.
"Marto said it was constant screaming abuse. You don't mind getting sledged, but he seems to be going non-stop all day.

If any body has a quote from McGrath saying he sledged while coming in to bowl, could you please post it?
OK, I found one quote which says he was talking as he came in to bowl but this is from a reporter, not a quote. Also the guy is obviously pleased that Bhajji did sledge so he may have gone a little overboard in his reporting;

Highly combative Harbhajan was so enthusiastic about upsetting Australia he even sledged batsmen as he ran in to bowl.
