It is the mean of how they performed in individual countries, rather than just home vs away split.Average of averages ?
Not a foolproof method or something, but rewards consistency across variety of conditions.
There are sample size issues of course. If Jadeja plays another series in NZ, he might improve his average there. On the other hand, his average might worsen in Australia.

Are they at least weighted, or just raw? So if a bowler averages 20 in one country over ten Tests, and 40 in a other country from a single Test, is his average of averages 30?

Average of averages also gives you Hoggard > Lillee.
Although, you wouldn't be happy that Garner the batsman goes down from 12.44 to 9.94.
He'll take it, since everyone else competing against Garner would also be worse off than him.
