Flintoff is a genuine allrounder and can fill the 3rd or 4th seamers roll depending on balance of the side and can bat at 6 or 7 and have the same devestating effect. Vettori is a 'bowler' who can bat very well. Not really the same flexibility as Flintoff. Those figures you've shown comparing Vettori to Kumble include 11 wickets at 13.73 against Zim, and 20 at 11.20 against Bangladesh. Against proper teams, he's been very average.
