Because that's the way Duncan Fletcher does business. He did it with Bell during the Ashes too (2nd Test). If a player fails in the first innings, that's no reason to shaft him down the order the second time around (unless he's a tailender/night-watchman). Well, my question extends to the first innings as well, since Collingwood came in at 4 there as well, IIRC.
