Hard to keep up with jamodis tours so checked cricinfo: Bartlett has played 2 ODIs in February last year. Johnson has also played 2 but in different sides. No doubt injuries and I'm guessing bowler management have held them back. One note is that both were born in December and I've been checking a lot of profiles lately and the number of guys (particularly bowlers) born in December is quite surprising.
Johnson was definitely in the last T20 series

Having the batsmen edge it between himself and leg stump for four is frustrating, but nearly sending the next one over the keeper is not the ideal response.

One reason why I think Connolly is such a strong possibility to be picked as a spinning all-rounder for SL is that the left arm orthodox options we have are just... well, close to non-existent.
Kuhnemann was passable, though IMO he was a better bowler then than he is now.

He's absolutely a better bowler, but whether he's so much better a bowler that it outweighs the fact that Connolly is a decent bat is tricky when you're talking about the third spinner. Ideally you want an all-rounder in that role.
