They wouldn't go for someone like Rixon anyway. This whole thing is essentially driven by public mob outrage; they'll go for someone from the "good old days" to restore the status of Australian cricket or w/e. It'll be Waugh or Ponting or someone else from the late 90s or early 00s when the team won everything and no one cared about anything else.

CA might have a bit more money to throw around soon if there are pay cuts all round to a few high profile players.
It doesn't really work like that; they'll have to pay them anyway, plus retainers for the non-contracted guys they bring in. Dropping guys would cost them money.

Yeah and I think this is part of why they're going the whole "due process" shtick too, it's actually not legally straightforward to just sack Smith, apparently.

Would that not depend on the contract... some sort of 'morality' clause... bringing game into disrepute etc could allow for the contracts to be ended without payment.

can't they just ghost him and encourage him to take some leave like everywhere else would?

Contracts for the year are about to expire anyway, unless they're on one of those longer-term ones I've heard about.
