City beating Carlisle = around 40% chance
Therefore chance of winnng both = around 34%
Then, we must take into account the other teams, and the possible ways that can work out for each (s=success, ie win, and f=fail, ie draw or defeat)...
FF, FS, SF or SS
City then need all three sides to record "FF", "FS", or "SF". The easiest way to work this out is to work out the chance of "SS", and then subtract that from 100%.
Morecambe beating FGR = ~88%
Morecambe winning at Tamworth = ~65%
Morecambe winning both = ~57.2%
Therefore, Morecambe failing = ~ 42.8%
Woking beating Hereford = ~30%
Woking winning at Halifax = ~40%
Woking winning both = ~12%
Therefore, Woking failing = ~88%
Stevenage winning at Crawley = ~55%
Stevenage winning at Leigh = ~95%
Stevenage winning both = ~52.25%
Therefore, Stevenage failing = 47.75%
Therefore, total chance of the messups happening in a way that favour City is that all three fail - 42.8% × 88% × 47.75% = 17.98%
So, the messup needs to happen, and City need to take advantage of it with a double win = 17.98% × 34% = 6.11%
A little higher than my original estimate, and it's certainly a shade higher still when you factor in the probabilities of City not winning both, but getting even more foul-ups in their favour, or Aldershot imploding and failing to take any points from their last two...
So, to summarise, the odds of City making the playoffs are approximately 6.11%, or 15.354 to 1 - so if you get any odds at a bookmakers of 16s or higher, take it!
