Concussion subs were allowed in Ford Trophy (which then cascades to Super Smash), see rule 18 in the linked pdf.Weird, it looks like Wellington have been given permission to play a replacement batsman (Ridley) in the absence of Woodcock. I've heard of that for last minute international call-ups, but this is the first time I've seen it for an injury.
But don't appear to be in Plunket Shield playing conditions, unless you count the final sub-section of rule 50 REPLACEMENT OF PLAYERS (which is about replacements due to international team priorities) which says:
50.11 Overriding discretion of NZC
Notwithstanding anything contained above, the NZC CEO or his or her nominee retains the overriding discretion to vary the above, should circumstances require in the best interests of NZC and the game of cricket
