You'd think so. Our batting has only really shown up once out of the four matches when we needed to build something substantial. The rules were changed so that as long as you hadn't completed your bowling action you could mankad. So being on delivery stride is irrelevant.Don't have a problem with the run out in the sense he was clearly warned and it's legal to attempt it.
Only issue I had was it looked to me on the replay like the "bowler" was in his delivery stride when he ran him out. If he wasn't in his delivery stride, he was about to bowl a very dodgy no ball. Actually didn't think Buttler was advancing on the run out ball, rather the bails were taken off so late he'd left his crease by that time.
Anyway, hardly a big issue. The kid who ran him out has had his action reported, so this may end up, quite rightly, being he one thing he's remembered for.

"The bowler is permitted, before releasing the ball and provided he has not completed his usual delivery swing, to attempt to run out the non-striker. Whether the attempt is successful or not, the ball shall not count as one of the over. If the bowler fails in an attempt to run out the non-striker, the umpire shall call and signal Dead ball as soon possible.
