Because IPL laws state the local boards can still refuse NOC for a period of 1 year (2 years?) from their retirement. That clause was built in specifically to prevent players ditching their home boards for T20 money.Why the **** would he need one if he's a free agent....

What is ridiculous about this whole process is that non capped players like Pandey and Rayudu are worth 30 to 50k only as a maximum set by board.
While just one cap or a few caps for India ,enters you into auction and suddenly boom ,you are worth 1 million plus,even if you are a worse player.
