Yes, that looks like a ridiculous decision, but from the Indian Board's point of view, they don't want to create a generation of IPL specialists, but youngsters who have to earn their India cap before enjoying the IPL spoils. Fair enough.

Well certainly - the employer is Indian, the player is an employee for work performed in India. It'll be more than 20% is my guess.

Some countries have agreements that makes sure you don't get double taxed e.g, you don't pay taxes to the Indian government as well as Australia. I'm not sure what the deal is between all the cricket playing countries.
