Given the evidence that Australia's not the only country who indulges in this sort of behaviour, I'd say they're more or less playing within the spirit of the game as much as anyone else. Whether that's a good thing or not though is up to the officials.How much proof do you want? If you want official proof of racist sledging, then obviously we'll hardly find much other than the Lehmann incident. But that was the only reported one. Almost all of the subcontinent cricketers have talked about severe abuse and even racial abuse from Australian players. Are you saying that they're making it up?
The issue is that the policy has always been to keep it on the field. You don't go around reporting it. So it's been kept on the field...until now. A stupid policy like that was always going to backfire, but who'd have thunk it'd be used against a subcontinental player?

I would say India should stop playing cricket altogether in that case .I'm sure someone has already asked this but what if every umpire on the ICC panel, when asked to replace Bucknor, declined to stand in the Perth Test as a protest against his treatment? Anyone want to hazard a guess as to what might have happened?

Well it would be funny situation nonetheless, but the ICC nor the umpires have the balls to stand upto the BCCI like that, but its not good at all for the game if the Asian block starts to pick and choose the umpires, before they know they might run out of options.I'd LOL, then cry.
