Obviously, if players were simply perceived as not good enough to play Tests, they shouldn't be making ATG XIs. But when they simply haven't had the opportunity, through no fault of their own, I think they definitely can.

Yes really. Generally speaking you are right but its not the case always as selectors can make mistakes or chose someone very good and not take a risk. Someone like Darren Berry might have been one of the best keepers of all time, Jamie Siddons could have played like Mark Waugh but went on with his pretty 70s and 137-140 scores and made big scores. David Hussey could have had a sublime Test career but no one is going to pick any of them.Really? Given those Le Roux and Rice, for example, were good enough to be picked in World XIs throughout their career, arguably they would be good enough for this.
If we get past the 16 simming teams, I don't understand why it matters.
