Lower order batting strength in ATG sides is way overrated in this forum. If your ATG batsmen couldn't make runs, why do you think the tail could?
I personally fully agree. It is a requirement that your keeper can hold a bat and average in the 30's and that your number 8 is at least capable, but the primary job of the bowlers is to get wickets and any contribution with the bat is a bonus. If you are relying on your bolwers to save you with their lower order batting then you are already in a loosing position.
What to me is of a greater importance is that you have at least three of your batsmen/bowlers who are good/great slip fielders, as it's a shame to have your great fast bowlers/spinner creating edges just to watch them fall to the ground. Catches do win matches. Additionally that batting all rounder is always needed to provide that all important fifth bolwer either for variety or just to facilitate rotating your front line bolwers.
