It's because impact has to be manually chosen as a specific frame by an operator and there can be uncertainty if the actual impact was between frames and there's been interaction between the pad and ball.
Yeah, if they get it wrong it massively diverts the ball to different angle. I've always agreed with Stokes that the Lyon not out decision @ Headingly in That Test was no way ripping like DRS said it was. It missed it clipping his front pad changing the directory.

Bairstow confidence looked low I thought throughout his innings.
Once you loose Momentum of whats happen in the past,anyone under pressure on doing good, i wish ECB rested him to get Heal well for next 2 test.

Umpires call for impact doesn't rely on anything beyond first contact though is what I assume the point was. You can still have impact occur between frames etc though, so it does make some sense to have a margin of error factored into the call.

Yeah, that is right it's just the ICC constantly say it is purely about umpires still being the Pharaoh of the game. It's a bit conspiratorial of me, but as soon as you admit there is margin for error you open yourself up to criticism so just leveraging crickets inherent pomposity is an easier sell.
