Yeah, very fair call. I saw it more being about Heyman selling Lesnar on-screen, while the writers wanted it done in such a way that it talked up Reigns too. It was waaaay OTT but I think the concept was solid enough -- portray Lesnar as an unparalleled beast while also trying to get Reigns over somehow. The only way to do that was for Heyman to build up Reigns, put then put Lesnar over him -- "you can beat any man, but Lesnar's not a man"
I'd have contextualised it as the roster right now, not as an ATG-type discussion. Reigns > Triple H, Orton, Cena, Bryan, Undertaker is still pretty meaningful, but not Cena-06, SCSA-98, Rock-99, Trips-00 levels of over-selling.
