Two club trianed (could be of any nationality of course), and three 'home grown' players (trained by any club in England, say if Chelsea buy Fabregas then he will count as 'home grown' for Chelsea, but 'club' trained for Arsenal and of course any nationality by accordance of EU regulations).
This gradually increase from 3 club trained and it increases more for home grown players (not sure on the amount), for the season after that, and then it gradually increases.
It suits Liverpool and Man U for example as they qualify easily (United have Scholes, Neville, Giggs, Bardsley and a few others). I'm not sure about Reiran Richardson.
Or Barcelona qualify easily as the likes of Xavi, Puyol, Oleguer, Valdes, their reserve goal keeper, Iniesta etc. as club trained, while Samuel Eto'o will count as home grown since Real Madrid snapped him up at a very young age, before loaning him out to other Spanish clubs, and then being careless enough to allow him to go to Barcelona. Real Madrid's president's are fools aren't they?
