What does this order/ranking denote ?

1. India
2. Australia
3. West Indies

Q2. anything to do with something achieved after a certain date?......Yes
Q3. is it a list of number of tests played after a certain date?.....NO
Q4. Is Sth Africa low on the list because they were out of Test Cricket for such a long time?....YES
Q5. Number of tests won since the date?....NO
Q6.Is it a team achievement?.....NO

PS Its very unlikely that with so much more cricket played Australia and England would have conceded less extras than india.
