They might not have influence, but if someone representing Pakistan is refused entry, I doubt Pakistan would be very happy about it and they could do something to ruin an already bad relationship with the UK. Any country who acts as you state and get upset about it would be acting unreasonably. A country controls its own borders and entry policy - that is one thing. But for you to state that a people would be upset if a foreign country refused entry to a convicted criminal for a offense committed in that foreign country is a tough sell.
I have no idea if Amir would be refused entry. Quite likely he may be admitted given his age when he committed the crime. But the Pakistan government would not get involved if he was. They understand how the world works better than that.
