because you can be 19 and play for the U19s as long as your birthday is before a certain date i believe (applies for any age group)

i guess it could be fixed so that everyone's birthday is before that date

As Matteh said, players turn 19 at the end of a season, so effectively they were 18 before he cut-off date (as my mind has perceived he cut-off date to be).

real age 17/18 -> dev age 18
real age 15/16 -> dev age 17
real age 13/14 -> dev age 16
real age 11/12 -> dev age 15

i like that idea so there isn't a whole bunch of 17 year olds
