If the rule were changed, then teams would approach it differently. The only reason to stay out was because of high possibility that there would be a red flag, or at the very least a safety car that would give them the advantage of the free or cheaper stop.It doesn't really work out like that though does it. If you've made a decision to stay out longer, then you're out of position.
The Alpine team finished 2nd and 3rd without making a pitstop between them. Not to take away from their efforts, because they drove fantastically well once they were in that position, but that's a massive competitive advantage.
