Nope it's definitely not there for me, I think it only affected Australia so they were probably the only ones compensated.

Around 2 million. He's got Strong stamina and Quality consistency right? Well, once he pops to Remarkable, I would say 2 million, perhaps a bit less.

Not sure, the announcement is vague:

From the start of next season, we will be making an adjustment to the calculation of wages to give a more accurate representation of the contribution that secondary skills give to your players performance.

People generally mean conc/cons when they say secondaries, but 'secondary skills' could refer to stamina as well.

Looks like that problem with training is still there, Westhead popped in batting in 9 weeks with only one net. It also seems that stamina will take ages to pop, my guys that had popped to low competent the week before the training changes havnt popped another level yet.
