There is no dominant team at the mo, Australia are probably the best, but you wouldn't put your mortgage on them in any given Test like you would some of the previous Number 1's.

I don't necessarily agree with the logic that you infer which is "cricket needs strong test cricket", "test cricket needs strong England", "therefore cricket needs strong England". I think in the modern era the first of those statements doesn't hold up.When questions along these lines have been asked in the past, I have always answered ‘No’, whichever country it was asked about.
I have answered ‘Yes’ on this occasion though as England is one of the only (three?) countries where test cricket is still sufficiently popular for it to be played profitably and at its former volume. As things stand, cricket can ill afford one of the big 3 to weaken and for interest there in test cricket to decline.

Australia in 2001-2007 were the best team in Team Sport ever IMO. And England managed to beat them in 2005 (which was the sweetest victory of all time)The best sides in my time of watching cricket -
1. Aus mid 90s - mid 00s
2. RSA late 00s - mid 2010s
3. India mid 2010s - early 2020s
These were the only clear "best" test sides I feel. England under Strauss were this for a while but not for too long unfortunately.
