Does this hypothetical Test allrounder exist?

Was Hazare a batting all-rounder standard bowler in Tour matches and Unofficial Tests or is it really just bashing on poor FC Indian line-ups??
Hazare's first-class bowling in each country:

India: 476 wickets @ 23.22
England: 101 @ 24.60
Australia: 13 @ 63.00
West Indies 4 @ 56.25
Sri Lanka: 1 @ 61.00

Total: 595 wickets @ 24.61. Wpm 2.5

He was OK in India and England. Took another 300-odd wickets in minor cricket, including the Lancashire League.

Assuming Australia was mostly in the 50 tour where he got Sir Don thrice and WI are all Test matches as well??

Tour to Australia was 1947-48. Hazare bowled Bradman for 13 and 201 in the Tests. Also dismissed him for 172 in a tour match at Sydney.

He bowled against Trinidad and Barbados as well in the Caribbean Tests. Dismissed Walcott for 51 in the Barbados match but Weekes scored 253.

Seven cricketers had a first-class batting average double that of their bowling average. Minimum 2 wpm. They appear on the previous page.

Next tier could be batting average 80% higher than bowling average.

England: Hirst, Rhodes
South Africa: Goddard, Procter
West Indies: Sobers
India: Nadkarni

Hammond and Rice failed to take 2 wickets per match. As did Macartney last time.

I knew Rice has a quite sub par WPM but damn I didn't it's lower than 2 and Barlow's is higher.......

International Debutant
Vernon Philander good enough for modern time example. 24 ave with bat and 22 with ball, 224 test wickets. he has nearly 5000 FC runs.

Havent seen a better example of a modern day pace bowling all rounder past 10-15 years than Vernon.

I know it says Tests, but Miller and Sobers far exceeded the OP criteria in FC cricket (Faulkner didn't)

Miller: Bat 48.90, bowl 22.30 and 2.2 wpm
Sobers: Bat 54.87, bowl 27.74 and 2.7 wpm
Kumar Dharmasena was very close
Bat 36.3, Bowl 20.8, WPM 3.2

Chaminda Vaas says hi.

355 wickets at 29.6 with ball, 3089 runs at 24.32, and 6000+ FC runs. There was a time he was averaging 35+ with bat in latter stages of his career.
