The rating of each bowling attack is based on the career averages at the end of the series in question of the top 5 bowlers by overs bowled, in addition to any other bowler who bowled 10% of the overs. That big advantage to this is that you get a snapshot of the strength and/or reputation of each bowler at the time the series was played. And I can also apply these bowling attack ratings when adjusting the career averages of test batsmen.
Another way to do it would be to just base the strength of each bowling attack on the career home or away/neutral averages but as I posted before, the disadvantage to this is that bowlers such as Imran Khan, Richard Hadlee and Tim Southee would be rated on their careers in their first 10 appearances, rather than their bowling averages at the time, which were very high.

None of those rate particularly highly, unfortunately because the West Indies spinners such as Gomes, Hooper, and Richards bowled plenty of overs, which totally rekt the overall ratings of the attacks.The obvious ones would be the 100 and 98 in 1984, but I think an under rated one of his was the ton at the MCG in the 92/93 series against Ambrose, Walsh and Bishop. IIRC it ended a pretty big century drought for him too. Came in at with them in a bit of strife too.

The main issue with Tendulkar's rating is the average-at-end-of-series of Nadeem Khan:

Nadeem Khan's average of 115 is adjusted to 64, which is double the era avearage of 32. I do this so one bowler with an extremely high average doesn't totally ruin the attack's overall rating.
Take Nadeem's overs out and the Pakistan attack has an overall average of 26.67.
