Well it is because he's a crap bowler in the format. He is best as first class (despite his own underuse of himself this year) but not sure he'll ever be quick enough for tests.Sutherland somehow averages over 40 with the ball at almost 9rpo after 53 T20s. I didn't even know that was possible.

Mohammad Sami averaged 53 for 36 tests, more than many much better bowlers' entire careers. I know Pakistan selection works a bit differently, but it is possible to end up with such a record when people keep selecting the player on whatever basis. There’s potentially a spot for him in the test side in case of injury given there’s no Victorian in it atm. To his credit he has bowled significantly better this season. But I think he needs a good coach to try eke out an extra yard of pace.
