Starc didn’t bowl that much his spell to no have him bowl again till this partnership is like 50 is questionable

It was still his third spell of the day thus far. Not surprising at all that Starc hasn't come back until now. Boland just wasn't able to bowl at a decent enough standard when the clock depended on it + hesitate to use Murphy (which was understandable when it was Woakes starting out)
