The frame rate of the Youtube video means nothing - it's the frame rate of the digitally encoded video - and it reveals ignorance to say it was filmed at 30 fps when the standard film rate was 24 fps and for economy films were often made at a lower frame rate (say 18-20fps) then played back at 24, creating the classic sped-up newsreel appearance.
