No this is playing with the series in mind. SA couldn't win this game after england posted 600 but they could save it and keep the series alive and that's what they have been doing.Is this anti-cricket?

Nah you'd be taking out one of the great things about test cricket (ie) a boring test seemingly heading for a draw suddenly bursting into life on day 4/5. Yeah you always get that in these sort of situations; the team batting last is more likely to win when the game is looking nailed on for a draw. It's hard to imagine a situation in which there's a result that isn't caused by England collapsing in their next innings. If England collapse then a South African victory is much more likely than an English one, and if England don't collapse then they're very unikely to declare at a point where South Africa are still in the game or even really have time to collapse themselves.
