Firstly, I'm pretty reluctant to just take Cevno's word on that, but let's say we do - all that shows is that it's still possible to occur with ICC officials present; not that they don't decrease the likelihood of it.So I hear.

As for the analogy, my version would be that the Indian police force refused to buy their policemen bikes, and when Dhoni got raped and the rapists ran off, they blamed the policemen, even though they knew prior to the rape that their policemen were incompetent fat ****s.
