Genuine question, how would the BCCI react if the players said no, that's bull****? How could they run a PR campaign to make them look good and the players to look like greedy ****s? Retaining a player does not mean that what budget cut you had, you will have a similary salary cap for him. As per the clause, Mumbai would have to negotiate with Tendulkar based on highest salary they have offered in Auction.Uthappa (2.1) earns more then Tendulkar (1.8) in this IPL

Even if they offer say 3 M USD, for the bidding 9 M Cap it will be taken as 1.8 because they have retained the player. So saying Tendulkar earning less than Gambir is not actually true as of now.
