To make that permanent would be a huge waste of time and money. Titwood can hold about 5,000 for an ODI, which as you can see from the picture is more than adequate. That picture was taken when India toured in 2007, Titwood is very close to an area in Glasgow which is home for the majority of the city's Asian community, if they can't shift 5,000 tickets for a match vs India, they're not going to shift tickets for Scotland vs Bermuda.
Besides, where the hospitality tents are is on top of the club's net area and hockey pitches, and there's literally no land anywhere near the vicinity of the cricket club that the net area or hockey pitches can be relocated to, unless they were to purchase the playing fields of the private school immediately next door. Given that said school has just spent millions of pounds upgrading its athletics facilities, I don't see that as being a viable idea.
Upgrading the facilities would be a fruitless waste of money.
