Yes he is a good no.8 for an average side. But I am asking myself if as selector I would consider that selection criteria over a potentially better spinner.

Anyways Warne is a better spinner.
I mean in most people’s minds? (at least in mine) they’re barely differential as bowlers. So yeah if I have 2 practically equal bowlers I’ll go with the one that can also bat. That’s also my rationale for Hammond and Sutcliffe in my XI.

I think they are close to equally effective but Warne has more aggro vibes on the field that will do better for the team.

Sutcliffe could bowl? Didn't know that.

Alright here’s some facts.

Warne’s runs per innings 15.85
Murali’s runs per innings 7.69

Warne balls faced per dismissal 30.05
Murali balls faced per dismissal 16.61

So Warne is going to score twice as much, and also last twice as long at the crease allowing for a batsman needing a tailender to stay in to make that many more runs. Its a huge difference between them in batting.
Murali easily will defend those 7 runs with the ball. He takes more wickets per innings and can bowl way more,

I think he would have been a bottomline good captain for an average side.
Would have been a terrible one given his absolute indiscipline. Think of him captaining Dhanushka Gunatillake, Kusal Mendis and Niroshan Dikwella. That would be tabloids dreams.

Possible. But on the flip side it would be a fun team and he never compromised on winning.

he captained in the IPL and won, and is widely regarded as someone who would've been a great captain had he gotten the opportunity, here he was dubbed the Greatest captain Australia never had.
He also lost another 2 or 3 years after that. Its not like he won 1 in 1.
