It really just depends on the natural conditions in a place, doesn't it? If the make up of the soil or whatever means you can't produce pitches that start off assisting bowlers, then flatten, then turn late, well you can't do it. I'd think (but don't know for sure as I'm no groundsman), that you can no more make this pitch into a 1st day seamer than you could turn the WACA into a raging turner.
You may be able to tinker a bit with them - a little more moisture, a bit less grass cutting, but at the end of the day, the square will have its certain characteristics, and you do the best you can to prepare a decnt deck within those parameters.
