I think I am schizophrenic as I both agree with you (when the front foot first contacts the ground there is definitely half a millimetre of heel behind the line), and think it's complete bull**** that that's a legal delivery as the foot very clearly does not land behind the line........

The wording is that "the bowler’s front foot must land with some part of the foot, whether grounded or raised behind the popping crease". I know that if the foot lands behind and then slides forward, the delivery is legit... but it's more than possible to argue that in this instance that the foot did not land behind the line. Is there some clarification that it is indeed "first contact"?
