Bangladesh has become a way richer country than Pak and that will reflect in the cricketing infrastructure.

I dunno, with how the weather panned out, would Pakistan have given themselves the best chance of winning by batting further? They lost because of their disastrous second innings, not their declaration

Disagree, the disastrous second innings is influenced by scoreboard pressure, only one team could win the match after BD's first innings which created a handy 100 plus lead ..
The only reason you should declare is if you believe the opposition won't get close or will just pass the follow on score ..
The follow on score of 448 is 248 ..
248 to get on a flat pitch with so much time left in the test match is asking for trouble and that's exactly what Pakistan got. They overestimated their bowling attacks ability to pick up 20 wickets and left Bangladesh only needing to take 16.

Whether they had any right to think like that, I think they were banking on skittling out Bangladesh even on a flat deck, but their speeds were well down on what they are capable of

Eh that's a bit of a reach. I'm well on board with having a go at bad declarations but realistically no plan is going to survive conceding 550+.
On this surface I don't really want to enforce the follow on either, from batting first your aim is to get a lead and then set a target on day 4. So more than enforcing the follow on the best way to win this was to get a 150+ lead, extend that to 350 with a quick burst in the third innings and try to set a target, hoping scoreboard pressure does the rest.
The only bit I find a poor call is declaring with Rizwan on 171*. Any runs he scores there are going to be a lot easier than in the second innings, so he should've been allowed to try and hit out.

The declaration is in Pakistan's control, they should have picked up that taking wickets was going to be tough on this pitch with only specialist seamers when they were batting ..
So it was in their interest to bat for as long as possible , the follow on total is not me saying it needs to be enforced, it's also a guideline for what Pakistan are basically asking the opposition to do to ensure they bat again ..
They also seemed to have no idea how day 5 would play otherwise they would have selected a proper spinner as Mehidy and Shakib ran riot on Day 5. It was a perfect storm for Pakistan it's 100% a wrong declaration, they thought they would embarrass Bangladesh and they got it wrong

FWIW, I get why they declared. No one enforces the follow on any more because they want to rest their fast bowlers. Especially after they hilariously picked four of them, increasing everyone's work load. With a chunk of the first day gone, they wanted to leave enough cricket in front of them to bat twice and bowl us out twice.
Some more runs would probably have been an idea though. Even if they were expecting us to capitulate, as we have done regularly with this batting order - even on the flattest decks.
