Marsh is selected as a bowling all rounder and Maxwell as a batting all rounder. Regardless of who you actually think is a better batsman, surely on the basis of the logic of selection, Maxwell should be batting higher.

This is certainly the case. But if you're selecting Marsh first test, and not selecting Maxwell, other priorities come into play.
