He's overrated on these forums as a meme, sure. But he's a quality test AR, already secured a spot as an ATVG. And could go ATG, if his recent form trend continues.
Especially if his batting continues to improve there's bo doubt he enters the pantheon of great ARs. His bowling is a bit more tricky to rate, but I think he's easily a top 10-15 spinners, depending on how far back you are willing to go.

He is a country great. If he can help India win a series in South Africa with all round performance, he will go down as ATG. If he continues on his current track without something significant away from home, he will go down as a merely good but severely limited cricketer, a great in his own backyard, and then non-Indians will be surprised when they see his overall averages because they just assumed he wasn't a big deal based on what they saw when he toured. A guy who can't win a game away from the SC isn't a great spinner no matter how you want to spin it, no pun intended. It's a disgrace to put him near the top 10 frankly but I get why certain posters here are enamored with 'cheat code at home' cricketers.
