Depends on the lineup imo. I'd generally take the test class batsman who is a test class spinner over the test class pace bowler who is an okay batsman. But that's probably because NZ has never had a spin bowler as good as Shakib and has plenty of better bowlers than Dev
I think all factors equal I would put Kapil in my side because he was better as bowler than Shakib in either discipline. Plus lets not forget him being an outstanding fielder.

In a NZ scenario Kapil (marginally better than Cairns due to longevity) would add very little to our ATG side, whereas Shakib is a big upgrade on Vettori. If Shakib played for NZ he'd be our best ever spinner (ignoring Clarrie Grimmett), whereas Kapil might not be in our top 10 seamers.

And if they were placed into AT India or SL scenarios, Dev would add a ton more.

Yeah but trying to fit a player in a team with varying strengths is a bad way to determine a better cricketer.

Assume you are putting them in an ATG XI with no weaknesses at no.7. Who gets in based on the value to the side?

Shakib averages sub-30 with the bat against India, Australia, South Africa and England. He definitely isn’t 8 points better with the bat than Kapil.

Kapil took 89 wickets in 25 tests against WI @24.89. This included one series where they were significantly weakened by World Series.

If you remove that series though, his average against them improves to 22.98 (72 wickets in 19 tests).

There was one series by Australia in India in 1979-80 which Chappell did not tour, but he was notorious for skipping many tours. Border played though. Kapil the bowler never really benefited from World Series weakened sides. May be Kapil the batsman.

He didn't have much of a good record against SL and Zim either, so he wasn't a minnow basher too.

One main reason I rate Kapil above Shakib is that the latter does not have much of a sample size outside sub continent. He has skipped a few series too for non injury reasons so there is that as well.

The Australian squad in India in 1979-80 wasn't just missing Chappell, it's a WSC-free squad (it's pretty much the same players as had played against England and Pakistan several months before).
