There are no 'chances' here. If someone is good enough for business, he gets a team.

please give a serious reply
Say, you got your salary yesterday, After covering for your basic necessities, you still have a sizable amount(Say, 1/3rd) left, would you pick three random names off the telephone directory and give them the money or would you save it to buy a house in the future?

please give a serious reply

And what do you think of this part ?

7.Give their players exposure by letting a few of our players play in their domestic leagues.

And also regular exposure at international level.

The ICC already does this, no? This thread suggests the BCCI do it on it's own.

Someone brought up the UN-ICC analogy. UN funding happens according to an assessment based on GDP or some such. Is this true for the ICC? (member contributions based on board revenues?)

(I'm guessing it's only indirectly and partially true, ie, the ICC gets a cut of revenues from international games. Bruce's proposal come down to a proposal for the ICC to tax domestic game revenue, if one ignores the issue of marginalizing the ICC)

ICC does not have enough money to implement all these the BCCI has 100 times more money combining all its resources

In which case, unless your aim is to marginalize the ICC, you're merely asking for a higher rate of contribution from members

Edit: And, of course, that such contribution be assessed fully on the ability to pay (ie for example, based on revenues).

What do you think of this :

I have selected these nations as they already have quite good teams and cricket history and development is more feasible bcoz of large area & population(esp.China,Canada,USA & Argentina)

nop just calculate how much or total money that the BCCI got by selling the 10 franchises

$260 million (avg) * 10 + tv rights + ads etc. - the expenditure
So exactly why are you suggesting that the BCCI contribute at a (very) much higher rate than everyone else?

Lets get one thing clear. The BCCI has absolutely no responsiblity towards promotion of cricket in Vietnam or Fiji or whatever. Any Monetary help it does will be purely out of goodwill. Again the BCCI is primarily a national cricket body with it's main objective being to promote and stabilize cricket and it's governance within India.

Keeping this mind, IMO, It's stupid to analyze every profit making venture of the BCCI(In an extremely rudimentary way, If I may say so) and act like any profit generated by the BCCI should immediately be spent on improving cricket in other countries.

Another very important thing to keep in mind is people often tend to underestimate the number of years it takes to build a proper cricket admistaration in a country, To use a present day example, Bangladesh has been hurried into test cricket in a very criticized move by the ICC, It still is struggling to find a footing in International cricket and the difference between B'desh and the other test nations is huge to say the least.

However, this painful process of initiation into test cricket has happened and will happen to all countries coming into this glorious game. It will take a considerable amount of time for a country to develop efficient cricket adminstration systems and there is no logic whatsoever in suddenly introducing 30 new countries into the game using the excuse of 'spreading cricket'
