Not everything is about averages, especially of individual players. Cummins was not at his peak by any means at that time.

Cricket Spectator
Even without being in peak, he has troubled many good batsman and it's not fluke. He got them out 3 to 4 times. He may not be in his peak, but definitely best out there.
