There are a bunch of blokes I'm deliberately excluding here on the assumption that they'll be part of the very-hard-to-define medium-pacers list (Tate, Bedser, Johnston, Fazal, Botham, Philander among others), so on that basis my vote is:

Kagiso Rabada

IDK about the first 2. Bedser is defs in a weird category. Pace bowlers like Philander and Fazal defs belong on this list, even if they were slow as ****. Botham, from my limited understanding, was FM bordering on fast before ate and started bowling pies. Weird exclusion.

Botham was anywhere between almost-fast and military medium. You don't have to exclude him.
