To be honest though, if the actual discussion regarding whether India is racist or not doesn't get offenseive (or ironically, racist), then there's no reason for a moderator to step in, unless its extremely off-topic. Then they just request that a new thread is made, or that they go back to the topic at hand. People have the right to argue a stupid point of view. If someone wants to make a post claiming that Andrew Symonds is a better test cricketer than Sachin Tendulkar, then they can. Just as if someone wants to argue that Twenty20/ODI cricket is a better and more accurate exponent of cricket skills than test cricket, and should be the real game, they can. No matter how dumb it sounds.
Too much regulation will ruin CW.
And people saying there's more trolls now than ever, I guarantee you if you go back to 2004 and 2005 and read the Ind/Pak tour threads, you'll lose a lot of faith in humanity. Almost as bad as reading user comments on Youtube videos.
