That was actually Marcuss's original plan for how this was going to work, but we agreed to change it after it was pointed out that people could literally just have consecutive picks by people a bunch of players with 0-1 caps.

I think we should have done this by changing the order of the tiebreaker and having ‘whoever waited longest between picks’ as the first tiebreaker and then ‘whoever has the most players’ as the second
