IMO, iconic moments increase a player's status as a World Cup legend even when they're not positive. That's why Maradona should have won the thing.

It's why Robbie Baggio and Paul Gascoigne were such World Cup icons for the 90s generation as well.

Baggio's moment made all the more iconic because he'd single handedly dragged Italy to the final in the first place.

and yay for Moore, thought the tackle and photo with Pele was fairly iconic myself, also set up three goals in a World Cup final, but clearly a travesty as he's over-rated.
