I highly doubt they would be able to other teams pops, just their own i would guess.

Members can see pops of players on the transfer market. We can also see BTR changes for players in other teams, but not their pops obviously (as that would mean we'd be able to see their skills). I doubt either of these features were intentional so I expect they'll be removed.
