Can a country play only ODIs and/or T20Is??

The ICC rankings include 12 Test-playing countries, 20 ODI-playing countries and 85 T20I-playing countries. (All the Test-playing countries play ODIs, and all the ODI-playing countries play T20Is).

    Reality of 99.4 Average?

OTOH, only about 6% of the people who've played 20+ Tests debuted between the wars, so for them to include 3 of the 6 with an average of 60+ suggests it was an easier era than most to achieve that.
