Shami is an easy top 10 in my books.
Fun fact: there are only 31 pace bowlers who have taken 200 ODI wkts. Shami's economy rate of 5.57 is the worst of those 31

So top 10 is going a bit too far (top 25 for sure)

Edit: clarified I was referencing pace bowlers only

And the best strike rate too. His WC record is comparable only to Starc and McGrath, and both of them would make the top ten.

Arguably the best first change bowler in ODIs as well.

The thing with Shami is that he gets hit even on his best days. But he takes a truckload of wickets so it doesn't really matter.

Shami: 105 games, 202 wkts @ 23.85, econ 5.57, SR 25.6, 1.92 wpm, 10 - 4W, 6 - 5W

Yeah. Both have great WC records too; Shami's record is probably better and could surpass Starc's wicket tally in the next WC.
