Didn't Bret decide to jump ship far earlier than that?
Yes

I am wondering if the plans they went with for Triple H or The Rock would have been the ones that would have changed.
1998 was one of the weakest rosters in terms of main event wrestlers.

It had Undertaker and Stone Cold. That’s it. Taker was more of a supporting act. Even though Stone Cold was red hot, it was just his 1st year as a top star.

Bret was the closest pro wrestling felt real. He approached the “sport” like it was his life and it gave the matches he was involved prestige and made it feel genuine.
It was actually important for him to do that since before him was the Hulk Hogan/Ultimate Warrior/Macho Man era where frankly the quality of wrestling moves meant less than the antics.

Savage was the ultimate all rounder, could do anything, complex matches, fast paced brawls, technical work, promos and could pull off like 5 characters, only problem was his inability to change characters properly

Bret said in a recent interview that most wrestlers in the last two decades want to be more like him than Hogan or Warrior.
